If they actually go thru with the blackjack reduction plan it sounds like the best thing since sliced bread. But is it only a short term fix? Lets do the math.
They want to reduce the flock to leave about 500 nesting pairs. Back in 1998 there were 73 pairs which led to 2524 pairs six years later. How long do you think it will take 500 nesting pairs to rebuild the flock to current levels? About 2 to 3 years, doncha think? Not even long enough to find out is cormorant removal is doing any good for the revival of the walleye population.
What are they thinking? Cormorant removal will turn out to be a project that will have to be done every couple of years. There is no guarentee that FWS will still be legally able to kill off cormorants every two years.
Wipe them all out at once. Then evaluate to see if the small walleye population increases in the next couple years. If it does, you are way ahead because none of the fry will be eaten by cormorants. If not, be sure that new cormorants will migrate to the area for all of us to enjoy anyway.
