Eurasian watermilfoil (Myriophyllum spicatum) is an attractive plant with feathery underwater foliage. It was once commonly sold as an aquarium plant. Eurasian watermilfoil, hereafter called milfoil, originates from Europe and Asia, but was introduced to North America many years ago and is now found over much of the United States. This plant was introduced to the eastern United States at least as long ago as the 1940s, but it may have arrived as early as the late 1800s. It is very apparent that milfoil has been spread from lake to lake on boat trailers.
1972 Bighead carp were first imported into the United States in 1972 by a private fish farmer in Arkansas who wanted to use them in combination with other phytophagous fishes to improve water quality and increase fish production in culture ponds. In 1974 the Arkansas Game and Fish Commission and Auburn University, Alabama, obtained stock to assess their potential benefits and impacts (Jennings 1988). The species first began to appear in open waters, the Ohio and Mississippi rivers, in the early 1980s, likely as a result of escapes from aquaculture facilities
Zebra mussels.1996. A release of larval mussels during the ballast exchange of a single commercial cargo ship traveling from the north shore of the Black Sea to the Great Lakes has been deduced as the likely vector of introduction to North America (McMahon 1996).

Subd. 5. Civil penalties.
A civil citation issued under this section must impose the following penalty amounts:
(1) for transporting aquatic macrophytes in violation of section 84D.09, $50;
(2) for placing or attempting to place into waters of the state water-related equipment that has aquatic macrophytes attached, $100;
(3) for unlawfully possessing or transporting a prohibited invasive species other than an aquatic macrophyte, $250;
(4) for placing or attempting to place into waters of the state water-related equipment that has prohibited invasive species attached when the waters are not designated by the commissioner as being infested with that invasive species, $500 for the first offense and $1,000 for each subsequent offense;
(5) for intentionally damaging, moving, removing, or sinking a buoy marking, as prescribed by rule, Eurasian water
milfoil, $100;
(6) for failing to remove plugs, open valves, and drain water from water-related equipment, other than marine sanitary systems, before leaving waters of the state, $50; and
