WI Scent law???

I was considering using a scent like doe urine this year but am confused by WI regs. I’ll be hunting in the Central Farmland Zone where no baiting is permitted. So here’s my question:

on page 29, the DNR defines baiting to include “scent material” then defines scent material:
“What is considered a scent material?
Scent is any material, except animal parts or by-products, used to attract wild animals solely by its odor?”

My reading would be that doe urine, as an animal product, is not covered under the baiting prohibition and I CAN use it? Correct?

The “except animal parts or bi-products” should be what covers you.

On page 27 they clearly states use of scents as legal statewide.
but then on page 29 it includes scents in ‘what is considered bait’, welcome to trying to interprete wi regulations.

Yep, that’s what threw me off. In one paragraph, it’s OK statewide. In another not in certain zones. I’m 98% sure I’m Ok to use a scent but I’m going to check with the local CO for good measure.
