Adult Hunter Safety

I have a neighbor who needs a hunter safety class to be able to hunt ND this fall. Can the classes be done largely on-line?
How would an adult in WI go about getting this certificate?

Any help or suggestions are appreciated!

I am currently doing an online course through the Minnesota DNR. Its quite a bit of online study, then you have to do a field test day. I would guess Wisconsin has something similar.
