Crowd fishing

Not sure where this post belongs, but I figured this is as good a place as any.

So I was in Oshkosh this weekend fishing for fish that actually put up a fight , and there is a walleye tournament going on, pretty big with like 130 boats or so. Anyway, I drive over this bridge and there are a bunch of walleye boats sitting in the river doing the 2-handed jig thing bobbing around each other. Is there usually a boat or 2 that are just doing things a little bit different to get these fish to bite, or is this more of a last chance tactic if you are struggling?

Just curious about tactics of the dark side
