    Coast Guard Sector Upper Mississippi River is implementing a new Uninspected Passenger Vessel Examination Program. This program is designed to assist and educate charter boats, guide boats, or any or other type of vessels that carries passengers for hire operating on Federal Waterways of the Coast Guard regulations and requirements.

    Members of the local Coast Guard Auxiliary will be reaching out to known operators and informing them of the program. This program is strictly voluntary on the vessel’s owner/operators part. The program consists of an examination of the vessel by a qualified CG Auxiliary member that will do a courtesy exam of all required safety equipment, verification of licensing and documentation requirements, as well as ensuring compliance with chemical testing protocols. After the examination and if the operator was found to be in compliance a Uninspected passenger Vessel Examination Decal will be issued to the vessel. This decal will be valid for two years.

    Items to be aware of:

    To operate has an uninspected passenger vessel on the federal waterways:

    1.)You can not carry more then six passengers for hire. If you carry more then six, the vessel would be required to be Coast Guard inspected.

    2.)You must hold at a minimum an OUPV License (Operator of Uninspected Passenger Vessel) issued by the Coast Guard.

    3.)You must obtain a Transportation Worker Identification Card issued by the Transportation Security Administration.

    4.)Enrolled in a Chemical Testing Program

    5.)Ensure your vessel has the required safety equipment onboard, i.e. Type 1 Life Jackets, Fire Extinguishers, Nav Lights, Distress and Sound Signals.

    I got a call from them a couple weeks ago and asking for names and numbers of people operating and advertising for guiding. They told me they will probably start using under cover agents to start cracking down. Hopefully, they will finally do something about it. They also said there will not be playing the loop hole games either, “No parking lot seminars, and then go fishing.” Glad my dad and I got our stuff done 5 years ago…and better have all you t’s crossed and i’s dotted.

    I agree, and I think that will be a hard loop hole to close. But then, that would lead to a very long debate!

    One other fact they mentioned, businesses, chambers of commerce and web sites that promote guides, charter services and outfitters that don’t hold the appropriate licences could be held liable if there was a fatality or accident. I asked why outfitters and they mentioned that if you are guiding ducks/geese, and if the water is accesible by federal waterway you will need a captains license to be on it outfitting/guiding. Even if that water is inland waters and coast guard can get to it off the federal waterway you will need appropriate license.

    What is this and how long has this been in effect. Does it apply to all OUPV operators? Are fishing guides required to get the special-use permit from the USFW like the hunting guides?

    Sorry, I didn’t see your post.

    I don’t know anything about the fish and wildlife service, so I’ll pass on that question.

    The Coast Guard is out of the background check and finger printing biz. Now Homeland Security will be handling this. Moving forward anyone wanting an OUPV will jump through this hoop instead of the Coast Guards. Not a big change depending on were a newbie has to go to have his prints taken.

    They had different dates around the country for applying for the TWIC card….and they were pushed back for a number of reasons. In the MPL/St. Paul area, I believe it was April 1st of this year. If a person currently has an OUPV license they should have been contacted through the mail.

    Thanks. I was in the twin cities on Friday and got the first stage completed. 4 hours away and I have to make another trip in a couple of weeks.

    I hear you. I went to Duluth for my first finger printing. But very happy to do that, prior to Duluth I was told we had to go to Toledo Ohio.

    I had to take my Captain’s license in St. Louis, what a pain in the butt! It’s nice to have and it does keep the competetion in check.
