My brother was out and found smaller fish right next to the dam-but there is still an ice shelf from the tip of the island to shore. I heard reports of others doing better for some decent size and numbers of fish at the confluence. And I think that I saw them out there again today fishing the Pike Island shoreline just above the confluence.
I was there on Friday for a while (Ford dam) and got nothing. Most of the slack water below the lock was iced still. I saw boats at the confluence, Pike Island, and below Ft. Snelling but overall I think the action was slow.
