MN regulation clarity on mississippi

    Im new to MN and the fishing regulation on using this dubuque rig in the mississippi? im trying to figure out if i could run a single jig head with plastic for the drop and use a two hook (trebles) rapalas stick bait/crank on the upper portion while only using one rod.

    Border waters where it is legal to use two lines it is ok. Inland waters it is NOT.
