    I believe that it also depends on which side of the river you are on. My friend from Wisconsin was fishing below the Alma dam with a WI fishing license. The actual state boundary goes right down the middle of the locks on the Wisconsin side. When checked by the MN DNR they claimed that their license was good however because they were on the official MN side of the river, MN regulations for limits applied regardless of MN or WI license. Go figure.

    Its the same on all border waters. You follow the regulations of the state you are fishing in, not where you have the license. So if you catch a limit of fish out of MN water, that’s it.. you cant have 2 limits of MN fish in your freezer, even if you have a WI license and live in WI.
