    It states that seasons D-H will not be lottery and available to anyone. Does that mean you buy it over the counter and are guaranteed a license??

    yes, that is correct. Season D-H are bought over the counter with no limit to how many can be sold.

    Its really misleading how it’s worded.Another part of me thinks it says that if you want to go season D-H there’s a quota and you have to buy your license in March if there available yet?

    Ya, the wording isn’t great. My understanding is over the counter, no limits for D-H.
