I see the over the counter license go on sale tomorrow for the E-H time periods. My ? is is there any limit to the # of license sold ? and do I have to buy the license tomorrow, or can I buy it anytime prior to the period that I wish to hunt?

Assuming with the H period you are talking about MN… But here is some info regarding WI… I know that WI just put their extra tags up for sale starting with period one yesterday. WI allows for a tag a day to be purchased until they are gone in a certain zone and for the time period.

I could be wrong but my understanding is that the number of tags available will be what ever is left over from the draw the fist time around, so yes there is still a limited number of tags available to anyone that go on sale on March 21st at noon and when they are gone that is it.
New this year: It is not necessary to enter into the lottery for time periods E through H. The E through H time periods will be available to anyone. The E through H time period licenses will be sold as a surplus license at ELS agent locations in mid March.
This is from the DNR website. It reads to me that there is no limit. Anyone who wants to go can buy a tag.
That has been my interpretation also.
