    WHEN AND WHERE TO APPLY
Minnesota resident spring turkey hunters must apply by Friday, January 9, 2009, at any of the 1,800 ELS-POS agents throughout the state. A $3.00 application fee will be charged. This fee must be paid at the time of application at the ELS-POS vendor and is non-refundable. Residents may also apply through the Instant Licenses System (1-888-665-4236) or over the Internet (www.dnr.state.mn.us). An additional $3.50 convenience fee will be charged for applications made through the Instant License System or over the Internet.
To apply, Minnesota resident hunters will need one of the following: a valid Minnesota driver’s license; state of Minnesota ID card (issued by the Department of Public Safety), a firearms safety certificate number if under 21. If under 12 and have never used ELS, a record must be created to enter the drawing. Call the DNR License Center at 877-348-0498, Monday thru Friday between 8:00am and 4:30pm to create a record and to obtain a DNR#. It is important that your ID card reflect your current mailing address; this is where your winning notification will be sent if you are successful in the computer preference drawing.
A Minnesota resident who is currently serving, or has served at any time during the past 24 months, in active service as a member of the United States armed forces, including the National Guard or other military reserves will be given first preference to qualified service members or veterans. Applicants must complete and submit a Preference To Service Members application after they apply for lottery and before the drawing. An application is available at all ELS agents or DNR’s web site (www.dnr.state.mn.us.). It will cost $3.00 to apply for a spring wild turkey license. This fee must be paid at the time of application at the ELS-POS agent and is non-refundable
Only non-resident spring turkey hunters may complete and return a signed and dated application with a $3.00 application fee for each individual applicant. Nonresidents may obtain a mail in application by visiting the DNR’s web site (www.dnr.state.mn.us). Completed nonresident application must be delivered by Friday, January 9, 2009, to SPRING TURKEY HUNT, DNR License Center, 500 Lafayette Rd, St. Paul, MN 55155-4026. Nonresidents may also apply through the Instant License System (1-888-665-4236) or over the Internet (www.dnr.state.mn.us). An additional $3.50 convenience fee will be charged for applications made through the Instant License System or over the Internet.
