    had the same issue with a hard of hearing elderly friend who did the same thing , even after blowing the motor in the first rider.. finally kept noticing his habit, and alerted him to the issue before he ruined the new machine. he got better at the rpm’s but complained he couldn’t hear it running and was trying to start it while already started .perhaps your neighbor is hearing impaired as well.
