Late Bass Spawn Question

I have been reading reports that some anglers, especially in northern parts of Wisconsin and Minnesota are still finding bass and panfish on both pre-spawn and spawn. Its almost July! What is the tipping point at which bass will not spawn and what happens then? If bass are still spawning or coming off the spawn how will this effect yearly growth and post spawn activities. Really curious about this one.
