I would start in very shallow water, on the surface. then start to move out, and progressively deeper til I located fish.

I fish the rain like its a plain old cloudy day. The fish seem to dictate what they will do based on low light conditions, and bright light conditions. Beyond that we know that a fish’s behavior also varies based on barometric pressure, but that is a whole different subject. IMO it usually doesn’t matter that much whether its raining or cloudy, unless said rain is making the water colder or dirtier, either way its a low light condition and will have the fish (usually) on the feed, and acting differently than in bright(sunny, day)conditions. Under low light, I like to use dark colored topwater baits, swim jigs, and spinnerbaits, as well as flukes. I have also been on a pretty good flipping bite in the rain also. Yesterday the the black spro bronzeye 65 did quite well with a very subtle twitch. They were on deer tounge and eel grass flats with current, and they would hammer it just barely twitching it over their heads.
