Was fishing from shore by a Mississippi dam yesterday. Saw many smaller perch floating. I’m sure they were deep hooked and people were throwing them back. They didn’t want to keep small perch to take home. Sad to see. 
I kept anything deep hooked to take home. Don’t believe in wasting fish unless against the law.
Why worry about it? Billions of them in the system and they probably need to be thinned out anyways. Just like the 8” sauger and 10” walleyes I see floating by. 
It’s disgusting how stupid some people can be, especially when grouped together in large numbers. We all know there will be some mortality, and that’s to be expected. But when you see guys ripping the gills out, throwing up on shore, and just repeating the same process over and over. I agree, it’s sad
