why is the resivior on country road 14 not open to the public??

    i just thought it would be a good time to ask. The resivior that i am talking about is on county road 14 inbetween viola rd and county rd 9. i know there has to be fish in it because there is a creek coming from it that i fish in the summeer and catch crappie, sunnies, and the occasional bass. but the resivior id barbwire all the way around sayin property of the dnr no fishing, no hunting. why is this not open to the public any ideas?
