Lock and Dam 3 construction resumes
ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, resumed construction this week at Lock and Dam 3, which is located north of Red Wing, Minn.
The Corps received $70.24 million in American Recovery and Reinvestment Act, or ARRA, funding in 2009 to improve navigation safety and rehabilitate the dam embankments at Lock and Dam 3. This work includes extending the lock’s upper guidewall 800 feet, modifying the channel to reduce the river outdraft forces that tend to pull barge tows towards the gated dam portion of the facility and rehabilitating the upper and lower embankments that maintain the river pool elevation.
The project was on hold due to the continued high river flows this past spring and summer, although the guidewall extension was completed earlier this spring.
The Corps’ contractor, Edward Kraemer and Sons, Inc., of Plain, Wis., will continue working on the Lock and Dam 3 project throughout the remainder of the 2011 navigation season.
Recreational boaters are advised to operate at a safe distance from the work. Mooring to floating equipment is not allowed. Recreational boaters should be aware of swift currents on the Mississippi River and to wear life jackets, as well as watch out for debris in the water.
The U.S. Army Corps of Engineers, St. Paul District, serves the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. It contributes around $175 million to the five-state district economy. The 700 employees work at more than 40 sites in five upper-Midwest states. The lower embankment project should be completed Nov 1 (2012)
If fishing the WI while they are working…keep a close eye out for “runaway” barges. Dang near lost two when they were t-boned while anchored.
