I have not fished 13 since last fall, but I can tell you that several wing dams from the dam down to Savanna are productive. I anchor on the wing dam 75% of the time, or troll cranks or bait rigs across the upstream face. That is a good tactic to locate productive dams, then anchor and work the dams with jigs, casting cranks, or worm or leech rigs. Rule of thumb for area of the dam- high flow ( maybe 40000cu. ft./second at the dam) on up, fish towards shore. Lower flow, fish towards the outside end of the dam. Also try to “read” the water, looking for changes in the “boil” of the water going over the dam, which can mark an irregularity in the dam or hole through it that will hold fish. I spend almost all my wing dam time on the upstream side. Anchoring, I generally try to settle the boat 20-30 feet upstream of the top of the rocks, sometimes closer. Most active fish are generally near the top of the rocks. Less active fish down the upstream face or out in front of the dam at its base. Inactive fish can be found on the downstream, protected side. They can be caught also, but requires more patience and slow presentation in my experience. Where several wings are in fairly close sequence, trolling the channel break, or flats off the channel can also be very productive. Hope this helps.
