I received this email from my local legislator today. although it is not as soon as i hoped, at least something is in the works to get that access replaced.

Representative McNamara,I was asked by Parks and Trails Division Deputy Director Ron Potter to respond to your request. The MnDNR-Parks and trails Division has maintained a Cooperative relationship with the City of Hastings for the development and operations of the existing Mississippi River Public Water Access in Hastings for more than 20 years. Two years ago the City informed Division staff that a portion of the launch ramp at the PWA had been impacted by the seasonal flooding and therefore required repair and likely replacement. Although the DNR and the City have been maintaining the existing ramp – keeping it available for use – it was determined that the complete replacement of the ramp, reconstruction of the launch area and the development of storm water /AIS controls were required and therefore – complete reconstruction of the site was warranted.
Presently the Plans for the proposed reconstruction of the entire facility are to be complete and available for DNR/City review in the next two weeks. Currently the tentative schedule for bidding is July 2012 – with construction to take place after Labor Day per the City’s request.
