It likely got flushed down from one of the tributaries. An adult will survive in the cold water for some time, but the presence of an individual or two doesn’t say anything about water quality.

I think some fish will simply migrate as well. Slower cold water with food to winter in. As things warm up they move back into the streams and feeder creeks.
Anyone know if we could’ve kept it?

Read mn/wi regs, said go by inland regs from which it was caught.
Read the wi regs(fishing on wi side), which referred to inland reg book for trout. Which I don’t have and figured it would say they’re closed. Kenny who reeled it in did have a stamp.
