Typically, this is caused by fuel getting into the vent line. Think about it, you can’t add fuel to a tank if you can’t get the air out of it, what happens is that the vent line is either too long, or improperly routed, and has a “low” spot, which allows fuel to sit there, and block air flow.
From the pictures, I can’t see the fuel fill and fuel vent very well. If you could, as an experiment, blow compressed air into the vent outlet, hopefully clearing the vent line. Then try to fill the tank, and see if it improves. The vent line should not drop below the top surface of the tank.
If there is a removable panel over the tank, pull it off, and look at the hose routing.
