I read the regulations and it says you can use three dry flies. Does that mean a popper dropper rig on a fly rod is OK?

    “Artificial Fly.
Three artificial flies may be used when angling for trout,
    crappie, sunfish, and rock bass.”

If you say you are going after Sunnies. It only specified artificial fly according to your cut and pasted paragraph. As long as dropper is a fly or nymph. I have used multiple nymphs for sunnies before. It was quite effective.

Using a fly rod in MN you may use upto three fly’s.

Our normal set up is a #12 yellow wolly worm followed by a weighted black and gold timberwolf.

No…but when fishing out of a boat we would use a wax worm on occasion.
