Never been to the lake but know a former guide from there. Did the charter boats taking out full loads of people keeping everything they could for years have any effect on the downfall? Like I said I’ve never been there, just asking

Launches have been taking loads of people since the early 1900’s so no.
The lake did go through cycles but always bounced back until the slots and spawning nets.

The issue is that year 0 fish are not surviving to year 3.

From that issue it is easy to surmise that:
A.) Anglers are not keeping these 1″-10″ fish, especially over the last few years.
B.) Zebs are not eating these 1″-10″ fish.

So no, it was not an angling problem. It was a size, aka slot, management problem that still continues.
