In 2022 it was no bait across the Canada border regardless of alive or dead. Not sure if that changed for 2023, but I doubt it. Call the Emerson port of entry for the best answer

When we crossed in Sept. It was NO bait of any kind allowed. So unless something changed with the new year, my guess is NO

I know a lot of people who will tell you they do it all the time and not to worry about it. All I will say is that if you answer the question if you have any bait with you as NO, You better hope they don’t check you and find it. If they do they will assume if you lied about the Bait, What else may you be lying about. The situation will most likely not end up being a enjoyable one.

    https://www.gov.mb.ca/nrnd/fish-wildlife/pubs/fish_wildlife/fish/anglers-guide-2022-en.pdf
    See page 4.
“Frozen or preserved bait fish may be imported into Manitoba and used in
all fishing divisions. However, anglers importing frozen or preserved bait
fish into Canada may require permit(s). For more information, contact the
    Canadian Food Inspection Agency”

However, Last year i wasn’t allowed to bring Manitoba salties back into Manitoba. Had to loop back to ND and dispose of them.

No bait at all. Period. Buy it here.
