    can some one tell me what this is, if its a rod holder can I get the other parts?

    The base for a rod holder is what it looks like. Where on the boat is it mounted?

    behind the shifter/throttle, both sides. if that’s what it is can I get the holders?

    Yes, check out Scotty brand. Wal-Mart or about any place should have them. Just look for the brand that has the “gear” type end that will lock down into your base.

    It’s possible those are Fish-on brand made by Tempress. I had fish-on rod holders years ago, and the base looked like those.
