Lottery – 2019 Deer Hunting

Hello. The area I hunted last year (and plan to hunt this year) was Hunters Choice last year. This year it has changed to lottery w/ 2,000 permits. Pretty disappointing considering my hunting party and I (4 total) have invested at least 150 hours of labor into the land this year with food plots, brush hogging, building new stands, etc. I have never hunted a deer hunting lottery zone before so I am reading up on it the best I can on the MN DNR website and the hunting regs. There are a few spots in the regs that talked about antlerless deer in regards to the lottery. Are all lottery hunts only for anterless deer? How can I tell if my zone (181) is anterless or either sex lottery?

Also, it looks like I need to buy my tag/declare for the lottery by Thursday. Do I just go to anywhere that sells hunting/fishing licenses and tell them I want a tag for zone 181? Or do I tell them I want to be entered into the lottery for that zone? Do I pay for the tag to enter into the lottery even though I might not get it? How long until you typically find out if you got a tag via the lottery or not? This process is completely new to me, so my apologies for the numerous questions. Based on my math from the DNR’s detailed report on zone 181, there were a little over 5,000 people hunting that zone last year. So with only 2,000 permits given out this year, there’s about a 40% chance of getting a tag which is a lot lower than I’d like it to be considering how much work I’ve put into the hunting land this year.

If it is the same as my zone (156) was for a 5 or so year span, then the lottery is only for antlerless tags, otherwise it could be considered bucks only.

I would not look at your investment of time as an immediate return look at it as an investment the future

Yes, I agree 100%. Definitely a little disappointed for this year but the time and work invested is definitely an investment with long term returns.

With that said, still trying to figure out if this year is anterless or not. I emailed the DNR and am waiting a response. I can’t tell for sure from the regs.

Buy your license by Thursday for zone 181. They should automatically enter you into the lottery, but make sure you mention to them to do so. I do not remember their being any fee, I believe everyone that purchases by Thursday is entered.
If you are selected, you will be mailed a card that you must carry when hunting that allows you to take an anterless deer. If you are not selected, it is buck-only.
I cant remember when they mailed out the cards the last time I got one, guessing early/mid October?

181 is a lottery zone this year. Meaning if you want to shoot a anterless deer you need to buy your license by Sept 5th to be entered in to the lottery. Otherwise it would be bucks only.

So you do not need to enter the lottery if you just want to shoot a buck?

This sentence from pg 84 of the regs has me a little confused..

All adult hunters who hunt a lottery deer area must apply for an either-sex permit by Thursday, September 5th

All adult hunters who hunt a lottery deer area must apply for an either-sex permit by Thursday, September 5th IF YOU WANT A CHANCE TO DRAW A DOE PERMIT.

Added context to the statement in the regs.

What’s the confusing part? If you want to shoot a doe, put in for the lottery. Simple!

I was told at L & M in Cloquet that if you purchase a license for a lottery area by the due date, you are automatically entered into the lottery for a doe tag. If you don’t want to be in the lottery, wait until friday or later to buy your tag.

In the past MN Zone 1 firearms lottery tags have been for antlerless permits. It’s a permissive lottery so if you are chosen for an antlerless permit that firearms license basically becomes a Hunter’s Choice license. Without an antlerless permit your hunt is for legal bucks only (i.e one antler exceeding x” in length). Think of it as a sign the DNR is trying to increase the deer numbers in that permit area as they are limiting the doe harvest.

FYI… Pending winter severities it’s pretty common for the zone 1 management areas to change like that from year-to-year. I even think it was bucks only for archery hunters in some of the zone 1 permit areas after the 2013-2014 winter.

Thanks for the help guys. Just to confirm, if I apply for (and am granted) a lottery tag, it will be hunter’s choice (i.e. buck or doe)? I won’t be locked into a doe only tag, right?

Correct. You are in a bucks only zone, UNLESS granted a lottery tag, which you’re still only allowed 1 deer, but could be of either sex.
