can you float a river and jump shoot without permission from each landowner along the banks?

As long as you stay in the waterway and the waterway isn’t in a refuge or otherwise protected, yes. You can’t be motorized…paddles only.

As long as you legally access the river you can hunt wherever you want as long as you are not on shore amd you are far enough away from houses as required by law in your state. As far as jump shooting, what state?

There is no distance you need to be away from a house when you are on public water and abiding by local shooting laws. There is however, a 500 foot limit near livestock. Also, you can jump shoot on the river if no wider than 100 yards I believe. At 100 yards of river width, you need to be partially concealed by natural vegetation. Further, you can use a motor to move about the river, BUT before you shoot, you must come to a full stop (gray area considering there is current, but your propulsion impact must be mitigated). Further, with a motor, you also cannot travel with a loaded gun. So motor, stop, load gun and then take aim and shoot. Better be a slow bird.
