I use a High reflective white as a base coat. No glow added. Like scott mentioned, once the white is baked, the color won’t bleed. The white will give you more true color for top coating and the glow properties will reflect from the white much better.

Pic is the baked white and some sprayed with a glow/yellow chart. Hit these with a flash and they glow for a long time.
