My buddy has a older auger that will only cut good if it is on 1/2 choke. It will idle just fine but when put under load it cuts out, 1/4 to 1/2 choke and cuts???? It is a early 90’s Tecumseh.

That is why you have to 1/2 choke, to even out the gas-air mixture. By choking, you are restricting air.What will cause this:
Bad gas, as it won’t ignite.
Old plugs, as it struggles to ignite the fuel.
However, primary reason is:
Check fuel flow, such as filter. Seafoam will also clean out passages pretty decent.
