    I just heard on KQ that they’re planning on cutting ice blocks out of Green lake (near Spicer) and hauling them to St. Paul to build this winters Winter Carnival Ice Palace.

    Now if I leave the lake with any water in my bilge or live well or minnow bucket or heaven forbids a bottle of water, I just broke the law. So How can they haul thousands of blocks of frozen lake water to St. Paul?

    FROZEN is the key word. How many water-based plants and animals can survive in ice? Have you ever been checked for invasive species coming off the ice?

    I don’t think the laws make any distinction between summer and winter.

    The point I’m making here is the double standard. One set of rules for us fishermen, and a different set of rules for them. It’s not right.

    Fire Departments transfer water from fill sites that are running water creeks over here. Directly emptying into the Mississippi river. Doesn’t seem to be an issue with that either?

    Here’s the reply I got from the DNR:

    “Dear Mr. Root,
    You’re right that in general one cannot take and transport water without a permit in Minnesota. I’ve learned this week that the DNR has already been working with the St. Paul Winter Carnival organizers to ensure that they have all the appropriate permits for taking water for the event.”

    Interesting. Here’s my reply:

    “Thank you for your reply.
    I can’t help but wonder how a permit will prevent the spread of invasive species. It must be quite the piece of paper. It also makes one question the futility of careful compliance with a law that can be set aside so easily.

    Once again we see a situation where absolute compliance with this law is required of fishermen under the threat of heavy fines, but others can ignore it without consequence.

    You think thats bad? Did anyone notice this year the MN Wild were advertising for all fans to BRING WATER FROM THEIR FAVORITE LAKES to turn into the new ice sheet?????? I doubt the 12 year olds and manchildren had permits to transport the water! They advertised on TV and radio a lot, no way anyone at the DNR missed it. That’s when I knew the law was a complete joke.
