That’s all going to depend on location. Some lakes you’re just wasting you’re time (LOW, for example), others it’s the best time to be out there. Patterns related to structure and lures will also vary.

It’ll also depend on weather/lunar conditions (sunny vs cloudy during the day, full moon vs new, etc).

Sorry, that’s not much help. But, being a little more specific as to where you’re fishing may get you the answers you’re looking for.

Whether it’s morning, afternoon, evening, or night, I’m usually running the same type of stuff when targeting walleyes. A dead-stick or tip-up with a forage jig, vmc tear drop, vmc waxy jig, or octopus hook. And a jigging stick with a Lindy rattlin flyer, a variety of vmc spoons (tinglers, tumblers, rattlers), a minnow profile of some kind (UL or standard Rippin rap mostly)….or my personal favorite the PK spoon and PK predator spoon. That’s all I’d ever need to walleye fish anywhere for the rest of my life.

On Pepin you’ll want to focus your fishing towards the head of the lake. Maiden Rock area is supposed to have some fishing now. Frontenac area may be showing some fish. If you are nigh fishing you may find that under ice is not such a productive thing on Pepin. The open water nearer to Red Wing dam has some night fishing from a boat though. The bite hasn’t been what one would call hot.

If water clarity is clear i would go with natural colors if staind uv. With out ever fishing over there I would start out looking for weed edges and food shelves weed and sand, rock, weed, ect but a transition and I would agree with sw eye, Tom, morel king waytogo
