I feel for ya, have had those issues with surge brakes a few times. Last time I came back from Rainy River it was sleeting and they salted the roads. Needless to say, by Spring my brakes were rusted solid, and I darn near burned up a hub going to the gas station a mile away. I found my actuator to be just fine, but the wheel cylinder itself formed rust against the piston and froze it in a locked position (extended). I had a similar problem this Spring and again, changed wheel cylinders. This is not my favorite passtime (cuts into my fishing time too much) so I’m exploring changing the drum brakes for disc brakes. You can find replacement kits online in the range of $400 but be careful to see what you’re getting. Some disc brake kinds demand the whole hitch actuator also be changed, others do not. I’m looking at a saltwater set that have stainless steel parts. I figure driving on salty roads equates to backing into ocean water. Good luck
