I live right next to lebanon hills and every year they have a lottery to bow hunt up there. I was wondering how old to you have to be to enter a lottery? Is it worth to enter and how much do it cost to enter?

You can apply through the city. Sounds like you have a good chance of getting in each year. Application fee will probably be under $10.
As far as if it is worth it to apply, it all depends on the flexibility of your schedule. The hunt is 3 Weeks long in October, and is held Mon-Wed until 10 a.m.
Ive heard of some nice deer coming out of here, but the park does get some pressure…About 150 people attended last years mandatory rules meeting…
Do you have to be a surtain age? I am 15 and since its next to my house i figure i should check it out

What ever became of the I.G.H. bowhunting ban? Did it ever get settled? I grew up there, lots of nice bucks running around! 
Yep! They get used to it after awhile. I used to hunt off Inver Grove Trail, every morning I would watch a 150 class 10 pointer bed down in a ladies garden about 75 yards away, talk about frustrating!
