Just came upon this this morning.
I Do Not favor this, as by the time a Peace Officer or Conservation Officer arrives the Big Game animal would be severely injured or Dead.
I have witnessed Dog’s in packs chasing and Killing Deer in Southern Minnesota, these were Farm Dog’s just out roaming in Packs. Watched 2-dogs chase a Deer thru a Ditch with a pair of Pheasant Hunters nearby,
The Deer came up the other side, but the Hunters dropped the Dogs in the Ditch.

    Why should this be illegal?
There goes the Deer Herd further than it already has, in decline!
