It’s a confusing area. There are 3 different regulations to abide by.
1. North of the bridge up the Croix you need to follow the St. Croix border water rules (Walleye opens May 2, 2 lines allowed).
2. South of the bridge/confluence, down the Mississippi you follow the MN/WI border water rules (continuous season on Walleye, 2 lines allowed).
3. Up river from the confluence is inland MN waters (Walleye opens May 9, 1 line).
I was going to send the CO an email to clarify this, but it’s written very clearly if we break it down a little more.
First off, remember this is the MN Rules. When in MN follow those rules, when in WI you can follow their more liberal rules. You’ll need the WI rule book as well. (Hey, I just fish here don’t complain to me)

2. South of the (Edit:Hwy 10)bridge/confluence, down the Mississippi you follow the MN/WI border water rules (continuous season on Walleye, 2 lines allowed or 3 lines/hooks on the WI side).
Really, the only difference between the St Croix and the Mississippi DOWN stream of Prescott is that there is a season on the St Croix.
3. Up (Edit: the Mississippi) river from the confluence is inland MN waters (Walleye opens May 9, 1 line).
