So I keep having a leak on this pick up. It seems to be leaking from the base nut. Fuel will collect on the top of that base nut. I tightened. Still will leak a bit. It’s not coming from the top of elbow or elbow threads. What gives

Bad gasket washers? Pull the pick up from the tank, clean everything up, replace the gasket washers and any o-ring (if present), then reinstall the pick up assembly.

I have never had one apart, there must be a gasket under that black washer I would assume right ?

Mine was seized up, couldn’t get it off, ended up cutting the whole thing out of tank. Don’t do that, it sucks.

There is some aviation gasket sealer available at auto parts store, slap that around leak and call it good.
