Miller Rig ?

If I want to pitch/cast this rig, how do I work it? I’m just not sure how to jig it with two jig head tied on. Do you lift the front jig head and drag the back one or you lift the rod height enough to lift both jig head of the bottom?Do you use the same size jig head?
I want to try this rig for shore fishing.

That rig is generally, fished 2 ways.Trolling,but that would be tough from shore.

Casting,slow reel retrieve…very slow. Pause at will,or even hold,but keep the line tight and let the bottom weight stay in contact.
