Transporting Firearms in Motor Vehicles, Boats, or Aircraft. In general, no one may place, possess, or transport a firearm in a motor vehicle, motorboat, or aircraft unless the firearm
is unloaded and in a carrying case. Loading or discharging a firearm in or from a vehicle is also prohibited [ss. 167.31 (2) (a) and (b), and (3) (a)].
Although this doesn’t really explain what to do on the river?
And explain “carrying case” also.
Also as far as open carry, maybe not….

Took a bit but I have some more answers maybe.
I contacted the MN BCA and they sent this.
They also made sure to tell me it was a opinion and not legal.
I’d suspect a bit of CYA here, but seems to go with other information I’ve picked up..anyway, here’s what they said.

We contacted the MN Sheriff’s Association to see how they would interpret this situation.
As far as the Mississippi or St Croix river, which border MN and Wisconsin, they indicated that the precedent they follow is that if a Minnesota resident has a gun permit they may carry all the way to the other states shore line and would be considered to have a valid permit to carry (by both states). If you would set foot on shore in Wisconsin, then you would not be in compliance if you did not have a Wisconsin permit (unless Wisconsin recognizes the MN permit to carry in their state).
As far as the boundary waters areas between US and Canada, you could be in violation if you are over the boundary into Canada. Boundary lines change in the river or lakes, so they indicated you should not try to carry in that area, because it is too difficult to tell which country you are fishing in. Canada does not recognize a MN permit to carry and to be fishing in the Canada part of a river or lake, you would have to have a Canadian gun permit.

So, if I had to make a opinion, I’d say as long as your in the water/river, your ok, but don’t go ashore in Wisc unless you feel brave.

Al, not to make your day a bad one…but do you have the time to contact the WI folks?
I’ve found that many times that MN thinks and enforces one way while WI has a different though about there laws and enforcement. In some cases the CO’s enforced differently than what Madison says they should.
Nothing is easy on the border waters.
Brian, Pierce county never returned my emails (2), the Wisc state DA said they have open carry, but you can be arrested for disturbing the peace or something like that.
I also never quite found out how to keep a firearm in a vehicle much less a boat.
In a vehicle, appears it needs to be in a case (?) unloaded and after that, not sure.
As far as a boat goes haven’t a clue.
Wisc hasn’t been much help unfortnately or I’ve been hitting the wrong people.

There was a notice that went out from the WI State Attorney General a few months back asking police departments not to use the Disorderly Conduct charge be used or otherwise law abiding carrying folks. I’m not sure if it was posted here or the hunting side or I just saw it in an email.
Ya know, this whole mid river, touching the other states soil is all BS.
Even our phone company doesn’t charge long distance if I call Hudson WI from Afton.
Asking them not to may be nice, but it still leaves it open from them to charge someone.
Nothing I’d risk my permit to carry over, or a night in jail.

Actually its not ON the river, its getting to and from it.
Plus leaving a firearm in the truck just doesn’t seem like a good idea.
Also was trying to figure out how to launch at Everetts and not violate any laws.

You must have a pretty nice rig, to worry about being hijacked on the way to Everts. Only way that could happen is if you had cookies on board.

To answer your question Wayne, if I knew what day an what time I would need my PFD, I certainly wouldn’t be wearing it all the time while on the water.
Just don’t get use to it Redneck….we don’t want the word to get out you know.
