My daughter has a 2006 115 Merc EFI 4 stk.
Gas drains from the motor (bottom) Little drain hole, when idling or in low speeds. No leakage when running fast. Also does not leak when motor is not running .
    What could that be????

Just guessing a bad fuel line, fitting or hose under the hood. remove hood and look for the leak while its runnig. either muffs or in the water.

Thanks Chucker- Did that. There is a small hose that is bringing that gas to the drain hole. Like it may have been designed to drain gas (for some reason or other)

that sounds odd to me, is it a 4 stroke?
guessing since its EFI it is.
Strokers have a breather from the crank case to vent expanding gasses ( smoke) from the case. that might be a breather, see if you can trace it back to its orgin. it might be oil??? or maybe you know is is gas. If it is gas it is not right as the EPA would never let that pass, it might be a drain but it should not be constant??? other than that im tapped for insight with out seeing it. sorry
