I have seen this happening many hundreds of times over my fishing career. Mostly in the Spring and the Fall, up by the Dams. Fisherman (I use the word lightly), use stinger (I call them snag hooks) hooks and jerk rather violently and quickly, hoping to snag fish. I have watched many limits of fish put in the livewells this way.
I would like to see stinger hooks outlawed because one, they are not even used correctly and two because many of the snagged fish are kept. I do not really care if fisherman end up snagging fish accidentally, but then do not keep them. This has been a pet peeve of mine for a long time.
