Dropper’s legal?

    Noted a good article in the new In-Fisherman about droppers from a main lure, mostly applies to panfish (jig with baited hook, small plain baited hook as a dropper). They mentioned that this is illegal in MN (what isn’t?). Seems like a good application for the way I like to ice-fish – Anybody know if this would be legal on the border waters (St Croix)?

    I believe if you have a dropper on your rod it is considered two lines in the water so it is legal anywhere you can use two lines. If you fish this way you can only use one rod. It is no different than using a Dubuque rig in the spring.
