Have you read the Anoka-Hennepin Transportation policy? If not it may be worth while. That way you know if the bus driver is violating policy or merely following policy. AH Transportation Policy I would also contact the school to see if they can help. It seems the driver is doing what he/she is supposed to be doing with regards to drop off it is the attitude problem that needs to be dealt with.
Don’t get me started on the 2 mile transporation rule. 
We are just under 2 miles from school and we pay almost $200 for just our oldest to ride the bus.
