    Not that I am a suspicious guy or anything but why doesnt this site page link to a document that I can read about this action. Or for that matter the organization?

    If I am being too suspicious let me know.

    And for that matter how many of you guys have boats that use water for balast??

    The way I read it, nobody has to worry. I believe the big private yachts use water for ballast, I sold mine…
