    does anyone know if a permit can be transfered to another person a friend of mine got drawn and now he can not go

    I would say probly not. Reasons: I would have my wife apply each year in a different group from me. This way if I don’t get in I could pull the, my wife cannot go and can I go in her place…… card.

    But maybe somebody else here has seen this before.
