From page 5 of the 2006 migratory bird regs. Number 5 seems to answer your question:

    License Information
See page 3 for youth waterfowl hunt license exceptions on Sept. 16-17.
    • License requirement. A valid hunting license is required to hunt all migratory game birds in Wisconsin. Please see resident and non-resident license options below.
    • Age related regulations
    1. Persons born on or after January 1, 1973, must have a hunter education certificate to purchase any hunting license.
    2. Persons 12 and 13 years old must be accompanied by a parent or adult guardian (18 years or older) while hunting.
    3. Persons younger than 12 years old may not hunt or purchase a hunting license.
    4. Persons 12 years old and over must have hunting licenses
except 2006 Wisconsin hunter education graduates using a
hunter education certificate during the period it is valid as a small game license.
    5. Persons 16 years old and older must purchase the state and federal waterfowl stamps to hunt ducks, geese or brant.

You will need to buy a state waterfowl stamp along with a federal waterfowl stamp. You can get the federal stamp a any post office.
In addition you will need to be HIP certified. It is just a questionnaire that you must fill out to hunt migratory game birds. They should do this when you go in to get your state stamp (make sure they do).
If you have any other questions feel free to post them or check out wisconsin DNR’s website. http://www.dnr.state.wi.us
Also make to to read the regulations. The laws in Wisconsin may be different than the ones you are used to in Illinois.

I was just thinking that when I bought my stamps this year at Gander in Blaine, they didn’t do the HIP certification. I didn’t think anything of it until now. I know I’ve done it everytime in the past. Do you think this will be an issue? Or is it possible that the person working just skipped through that screen on the computer? Should I stop back in and ask about it?

Lars… Look at your license and it should have the words HIP certified on it. If not stop in to any license place and they can do it for you.
