I’m not sure if this will help, but I have a Yamaha 150
OX66 that was kind of doing the same thing.
I ended up replacing the fuel pumps on the motor and
    the problem went away.
The dealer I talked to explained if the fuel pumps diaphrams
go bad,gas leaks by flooding the motor.
Not sure if this helps but ya might want to check it out.

I think Brad nailed it. I had the same problem on my 175 HPDI… the fuel pump diaphrams developed small holes and the motor would start hard warm and would surge intermittently when running at a constistent speed. LaCannes diagnosed it quickly and got it fixed… never to return.

I recall the same diagnosis with Dean “Mr. Resort Guy” Marshall’s 150 HPDI. Diaphrams wearing out.
