    Is it even legal to use smaller fish, i.e. small sunfish as bait? I have always been told that it was not legal.

    Legal in WI but must be counted as part of your daily possession limit. If you go through 10 sunnies on a 10 limit water, you must use something else after that. I’m not positive if this applies to all game fish, but it does with sunnies.

    Boy that seems pretty gray. If you catch 10 sunnies and use 10 sunnies, who’s going to bust you for catching 10 more sunnies. I’m guessing that the sunnies you’re using for bait aren’t the 8-10″ variety but rather the 4-5 inchers? Either way I know it’s illegal, it just seems to be one of those non-enforcable oddities.
