I have a 210 electric base board that my my father in law installed.  It has its own dedicated thermastat.  It warms up but does not get hot.
Thanks for any help in advance.

First thing to check is there two 110 positive wires going to this heater.
Some folks seem to think they can get bye with just hooking one 110 same wire to both sides of the hookup. In other words you need 3 wires going to the heater.
    Check this first thing.
Not much heat is a common symptom of a bad wire job.
If you have access to a volt meter you can check it this way too.

    Hope this helps.

I agree with the last post. check voltage on the 2 hot wires and it should be 240 volt (or close to it) If not then there is only one hot wire connected. Is the breaker a 2 pole? Maybe the stat is miss wired also. But the low heat is telling me it does not have sufficient voltage to produce the heat it is rated for.

Fist thing I would check is the A/C must be way to cold inside to worry about heat
