Ok I’ve heard this go both ways, I was told when you leave a lake you can change out your bait with freash bottled water and that is legal. Now that was out of the mouth of someone who works for the dnr. A guy I work with had the opposite happen to him. I just don’t want a ticket, and I also dont like wasting bait! What do you think?

Ive had one of the dnr kids at the launch tell me I had to empty the water out of my cooler that had the bullheads in it before going out
I just told him I thought it was the other way around. After I told him I’m not gonna empty out my crystal clear hose water he told me “well I’m not sure about the rules on the river”….

WIDNR-Transport laws for boaters and anglers

INSPECT your boat, trailer and equipment
REMOVE any attached aquatic plants or animals (before launching, after loading and before transporting on a public highway).
DRAIN all water from boats, motors and all equipment.
NEVER MOVE live fish away from a waterbody.
DISPOSE of unwanted bait in the trash.
BUY minnows from a Wisconsin bait dealer. Use leftover minnows only under certain conditions.*

*You may take leftover minnows away from any state water and use them again on that same water. You may use leftover minnows on other waters only if no lake or river water, or other fish were added to their container (more information below).

My brother read the MN DNR rules the other day and found out it is illegal to release worms into the wild. They need to be disposed of in the trash.

This is directly from the regulations book: (Minnesota)

If keeping bait, you must exchange water in bait buckets with tap or bottled water prior to leaving any waterbody to prevent the spread of aquatic invasive species or fish diseases.

    From the Regulation book:

Dispose of unwanted bait, including minnows, leeches
and worms, in the trash. It is illegal to release bait
into a waterbody, release worms on the ground, and
to release aquatic animals from one waterbody into
    another
